RE: Select counties are subject to business closures effective July 13, 2020.
Personal Care Service Closures
Governor Newsom announced on July 13, 2020, that counties that have remained on the County Monitoring List for three consecutive days must close indoor businesses, which includes those offering personal care services as of July 13, 2020, “unless they can be modified to operate outside or by pick-up.” It has been interpreted that working outside is working outside of your establishment, so if you are required to have an establishment license, you are most likely not allowed to work outside. We are working to clarify whether any personal care services can be performed outside and will let you know what we find out.
In addition, there is no date or time period associated with the mandate. This applies to all businesses and professionals who are classified under the Personal Services Guidelines, which includes “esthetician, skin care, and cosmetology services; electrology; nail salons; body art professionals, tattoo parlors, and piercing shops; and massage therapy (in non-healthcare settings).”
Per the County Variance Info webpage, the following counties that have remained on the County Monitoring List for three consecutive days and are now required to pause all inside business operations include: Colusa, Contra Costa, Fresno, Glenn, Imperial, Kern, Kings, Los Angeles, Madera, Marin, Merced, Monterey, Napa, Orange, Placer, Riverside, Sacramento, San Benito, San Bernadino, San Diego, San Joaquin, Santa Barbara, Solano, Sonoma, Stanislaus, Sutter, Tulare, Yolo, Yuba, and Ventura Counties.
Furthermore, as of July 13, 2020, the county attestation process has been paused and no further county attestations will be accepted at this time.
