This requirement applies only to people applying for a license for the first time on or after October 1, 2019, not to existing licensees.
The new law also requires that, starting on October 1, 2019, all licensees (not just new licensees) must hold liability insurance with a minimum $500,000 per person, per occurrence limit and an aggregate limit of not less than $1 million. ABMP's liability insurance benefit for individual members falls within these limits.
